The Toolern Creek was designated a public reserve in 1881. Despite ongoing human settlements, Cobblebank was a non-descript area until the early 2000s. The year 2011 saw increasing suburban development and industrial setups in the area. In February 2017, it was notified as one of the 11 new suburbs governed under the Melton city council.
